Once again let me introduce myself, I am Dr Davias Joanan of the School of Applied Knowledge, currently acting liaison between SAK and the CBT. As all CBT employees are still currently busy elsewhere I have been asked to broadcast this message on the CBTÆs behalf.
A recent investigation by the CBT into the practices of one Dr Irias Salo, a so called ôloyalistö to the Caldari State, has resulted in several serious questions being raised about his loyalty.
Summary of File 0012220: Irias Salo, allegations of impropriety.
Reporting Officer: Ahvaho Rohmunji, Caldari Business Tribunal.
Petitioners: Tek Avellos (currently APEX Conglomerate)
Allegations:
1) Procurement, importation and use of banned substances .
2) Experimentation on State citizens without proper contractual obligation.
Summary Findings:
At this time, investigation as to the allegations against Dr Irias must be completed summarily, as all requested witnesses and documentation were lost during warp drive malfunction that destroyed the transport carrying them.
Reference Allegation #1, the physical evidence provided by Mr Avellos, the testimony of Dr SaloÆs employees, and the medical evaluation of past human test subjects all support the allegation that Dr Salo was engaged in moving and using illegal substances in the course of his research which he most probably procured from the Serpentis Cartel and imported via Gallente Federation space using unsuspecting courier pilots and specially designed freight containers. In summary, Dr Salo appears to have wilfully and intentionally imported banned substances into State space and used them in the course of his experiments.
Reference Allegation #2, what evidence was provided in testimony from Dr SaloÆs employees and is on file with the House of Records suggests that Dr Salo was engaged in some very grey interpretation of the term æinformed obligationsÆ. That said, though Dr Salo may not have acted in perfect faith of the contracts he created they were not illegal and the citizens that signed on with his corporation did so of their own free will. The fault of signing a contract that is not fully understood cannot be laid at Dr SaloÆs door.
Resolution
This file is hereby submitted for public consumption. It will remain open until 00:00 hours Thursday, at which time (if no further tenable evidence either for or against these allegations has been brought forward) the following resolutions will stand:
For the crime of procurement, importation and use of banned substances, Dr Salo will be assessed a standard fine of 500% the market value of the substances (2 billion ISK).
No other allegation achieved sufficient evidentiary support to warrant specific judgement.
